The development features 48 units across two wood-frame residential buildings connected by a shared foundation and covered courtyard, totaling 84,820 square feet. A podium slab constructed above a secure parking garage supports the residential structures above.

The site has played an important role in the community for more than a decade. Champlain Housing Trust (CHT) purchased the property in 2013 and operated Harbor Place as temporary lodging for individuals experiencing homelessness. Beginning in March 2020, the motel also supported the State of Vermont’s COVID-19 response as a quarantine and isolation facility. After acquiring the Day’s Inn across the road in 2021 and relocating motel operations, CHT partnered with Evernorth, the Town of Shelburne, and other stakeholders to reimagine the property as a welcoming, long-term residential community.

The apartments offer a diverse mix of housing options, including four-bedroom, three-bedroom, two-bedroom, one-bedroom, and studio units.

Redevelopment included a full replacement of site infrastructure, with the exception of an existing sewer line running through a wetland. Rather than replace it, the line was preserved and rehabilitated through a lining process. A new access road and dedicated emergency vehicle routes were also constructed to improve circulation and site safety.

Site preparation required the demolition of five existing structures, including two containing hazardous materials that required specialized abatement. Construction took place within a constrained footprint, bordered by two active projects managed by separate contractors as part of the larger neighborhood development. This required careful coordination, detailed safety planning, and phased execution throughout construction.

The completed development transforms a property once dedicated to temporary housing into a permanent residential community, advancing CHT and Evernorth’s shared commitment to expanding high-quality, affordable housing in Vermont.
